To use custom audiences

The fourth option is for Website Custom Audiences, which we'll discuss in another post.If you click on the first option (Custom Audience Data File), you'll see the following screen:

Just add a name and description of the audience, so you know who's there, and upload the data file. When you return to the Audiences tab, you'll see your new custom audience listed.

Note: We can't stress enough how important it is that all fantuan data the data you upload is obtained legally and with consent.

in your ads, simply go to Power Editor and add them to your target audience (or exclude them from your target audience):

Please note:

You'll need to manually upload/update the data each time a change occurs to ensure your ads are relevant to your audience (*see below for an alternative).
It may take a few hours for Facebook to find all the members of your list.
