Steps to activate Google Signals
To activate Google Signals follow these steps:

Log in to your Google Analytics account
Click on the settings icon at the bottom of the left options panel. It looks like a grey wheel.
Look for the “Property” option, then “Tracking information” and finally “Data collection”

Turn on remarketing and advertising reporting features and hit the save button
Select the “Start” button located in the blue box.
Choose the property(ies) you want Google Signal to collect data from and you're done!

Keep in mind that as long as all the properties associated with your Google Analytics account are from the same company, there should be no problem enabling them all, but if you are an agency that has data from other companies in your account, you may need to be more specific with this setting.

Where can I see the information collected by Google Signals?
With Google Signals you have access to a greater amount of information about your users. To see it, simply go to the “Audiences” tab and click on the “Multi-device” option to see the following reports:

Device Overlap: Here you can see how users combine their devices to access your website. For example: tablet and mobile.
Device Routes – This report shows you the sequences of devices that have been used to meet scheduled goals or events.
Channels: Here you can see conversions and user behavior by channel.
