A representative of the press service of the Federal Antimonopoly Service (FAS) told a ComNews correspondent that in order to ensure automation of the analysis of 100% of trades, the FAS of Russia is working on the creation of the state information system "Anti-Cartel" on the "GosTech" platform: The functionality of the GIS "Anti-Cartel" involves direct receipt of information from the information systems of state bodies, legal entities for the purpose of comprehensive data research and daily analysis of all procurement procedures. First of all, priority is given to integration with the unified information system in the field of procurement and the GIS "Torgy" - information systems that contain comprehensive data on trades (we are talking about both state and municipal purchases, trades conducted in accordance with 223-FZ, and property trades).
A press service representative reported that the FAS conducted a scientific study of a mathematical model for analyzing big data necessary for identifying and subsequently proving the fact of concluding and implementing cartels: "Law enforcement practice was studied and criteria for identifying possible violations of antimonopoly legislation during procurement were formulated. The results of the study formed the basis for search algorithms and a risk-oriented method for identifying procurement with signs of possible collusion in the GIS "Anticartel".
