In it, the Ministry of Agriculture formed three industrial competence centers (ICC) for sub-sectors - "Crop production", "Animal husbandry" and "Food and processing industry". The ICC included representatives of systemically important organizations of the industry.
According to Alexey Pavlyuchenko, at the beginning of 2024, three ICCs in the agro-industrial complex will merge into one. This will be formalized by a decision of the presidium of the government commission on digital development, the use of information technology to improve the quality of life and conditions for doing business. The reason for the consolidation is that large agricultural holdings, which became the basis of the ICC, have all three types of business: crop production, livestock farming, and food production.
"At the moment, the ICC is expanding and is ready to accept all participants in the agro-industrial complex market. We need this. In essence, three types of business should be in all three ICCs. But at the same time, we understand that the decisions are disparate, this cannot be allowed. In this regard, in order to consolidate opinions and correct decisions, the possibility of more promptly working them out with the state, it is necessary to consolidate them. At the moment, we are ready to expand and accept all participants in the agro-industrial complex market into the ICC," added Alexey Pavlyuchenko.
Industry representatives spoke about the successes of the ICC in the past year and a half of its operation. Mikhail Svirin, Deputy Director for Development of Information Systems at GAP Resurs, is confident that all three agricultural ICCs have gained momentum: "A lot of work has been done within the ICC because the ICCs were created spontaneously. No one was ready for this. For example, we have made a big step in developing an approach to selecting particularly significant projects, although there were a lot of applications for government support measures. There is a question about reporting documentation. Since the government is providing support measures, additional requirements for reporting on the creation of a product arise here. Discussions are underway on this topic. I hope that a solution will be found in the near future."
Artem Petrov, IT Director of the Rusagro Group of Companies, is confident that success depends on the right strategy: "We make products in the field of data, artificial intelligence, machine learning. Their development usually takes only three to four months. Recently, we faced the question of where it is best to make beet piles (hills of root crops) in the fields and how to harvest them. And our data specialists quickly collected all the historical facts, made models using machine learning methods, and in three to four months created a product that saved us hundreds of millions of rubles. It is for such tasks that we use internal competence to obtain quick systemic results, to work out hypotheses in digital products. The chosen strategy turned out to be successful."
