VK, Sber, Tinkoff and other IT companies have proposed not to create a fund to pay compensation to victims of data leaks, pointing to the possibility of using the money to develop cybersecurity. The companies found the initiative demotivating

If there is an opportunity to avoid a turnover fine for a violation, this, on the contrary, will only stimulate companies to conduct a voluntary audit of security systems, said the association's president Anna Serebryannikova.

The members of the ABD are VK, Sberbank, Yandex, Skolkovo, MTS, Tinkoff, VTB, QIWI, Rostelecom and other large IT companies.

This year, the number of leaks of personal data has increased in Russia, with 305 databases of information appearing on the Internet in the first half of the year alone, which is 45.9% more than the same period last year, according to InfoWatch statistics. The volume of stolen data has increased more than 16 times and amounted to 187.6 million records.

The Ministry of Digital Development has proposed imposing a fine if a database with 10,000 records has leaked onto the Internet, of which at least 1,000 people can be identified with certainty. If the database contains more than 100,000 lines, then the company will be fined if it is possible to identify 10,000 people. The head of the Federation Council Committee on Constitutional Legislation and State Building, Andrei Klishas, ​​is in favor of introducing turnover fines, according to whom companies of different sizes cannot be "combed with the same comb", and the current fines are disproportionate to the damage.
