People are a crucial part, if not one of the key elements, of business growth and the ability to hire is as important to businesses as it is to society as a whole. For businesses looking to strengthen their teams, the Government has made a range of recruitment support available. In this article, we explore the main incentives available to businesses, including eligibility requirements and how to apply.

Main recruitment support available to companies
Support for hiring is important to promote job creation, especially for workers who have greater difficulty finding jobs, but also to increase the competitiveness and qualification of companies, strengthening the economy in general.

The latest incentives were approved in September 2024, supported by hong kong whatsapp number database funds from Portugal 2030 , diversifying the available offer. Here are the main support options that companies can currently apply for :

Measure +Employment
The "+Emprego” measure was recently created by Executive Order No. 220/2024/1, of 23/09 . This measure is implemented by the Institute of Employment and Vocational Training (IEFP) and consists of financial support to employers who enter into permanent, full-time employment contracts with unemployed people registered with the IEFP and workers registered with the IEFP with employment contracts suspended due to salary arrears.

Eligibility Requirements
To be eligible, workers must have been registered with the IEFP for at least 3 months or, regardless of this time, belong to groups considered disadvantaged, such as young people aged 35 or under with low qualification levels, people aged 45 or over, recipients of unemployment benefits or Social Integration Income, people with disabilities, people in single-parent families, victims of domestic violence, among others.

To benefit from this support, the employer must maintain the employment contract with the person hired and the level of employment achieved with him/her for at least 24 months .

To benefit from this support, the employer must:

Advertise and register the job offer on the IEFP portal, indicating the intention to apply for the measure;

There cannot have been any collective dismissal, due to the termination of the job or due to unsuitability in the last 3 months;

Ensure professional training during the duration of the support;

The job must be located in mainland Portugal.
Support amount and payment terms
The amount of support to which the entity is entitled for hiring eligible workers is 12 times the value of the social support index (IAS) , that is, €6,111.12 in 2024.

However, there are increases of 35% , cumulative up to a limit of four, for specific contracts, such as people with disabilities, young people aged 35 or under, long-term unemployed people, unemployed people of the under-represented sex in a given profession and jobs in inland areas.

The respective payment is made in three installments :

40% after the start of all supported employment contracts;

40% in the 13th month of the last contract initiated;

20% in the month following the 24th month of validity of the last supported contract.
How to apply
The application is made on the appropriate site on the iefponline portal , after the publication and registration of the job offer on the same portal, signalling the intention to apply for the measure.

To date, the application deadlines have yet to be deliberated and published by the IEFP.

This support cannot be combined with other direct employment support.

Employment + Talent Measure
The "Employment + Talent" measure was created by Executive Order No. 221/2024/1, of 23/09 , and the IEFP is also responsible for its implementation. This incentive provides financial support to entities that hire unemployed young people registered with the IEFP , or who have permanently emigrated for 12 months or more, with higher qualifications, on a permanent, full-time basis .

Eligibility Requirements
Young people covered by this support must be up to and including 35 years old and have qualifications at level 6, 7 or 8 of the NQF (bachelor's, master's or doctorate). In addition, the established salary must be equal to or higher than the entry level of a graduate in the general career of senior technician in Public Administration, i.e. €1,385.98 in 2024.

In this case too, the employer must ensure that the level of employment achieved through support is maintained for at least 24 months .

Support amount and payment terms
The value of this hiring support is 18 times the IAS (€9,166.68 in 2024), with increases of 35% , cumulative up to a limit of four, for contracts signed with young people with disabilities, long-term unemployed people, people belonging to the under-represented sex in the profession and jobs in the interior.

Payment is made in three tranches :

40% after the start of all supported employment contracts;

40% in the 13th month of the last contract initiated;

20% in the month following the 24th month of validity of the last contract initiated.
How to apply
The application for this support is made on the iefponline portal , after registering the job offer on the same portal, and this must expressly state the intention to submit an application for the measure.

In this case, applications must be submitted within 30 calendar days after the offer is registered, for offers registered during the application period, or after its opening, for offers registered before the application period.

To date, the periods for opening and closing applications have yet to be defined and published by IEFP.
