Speaking at the forum, Minister of Digital Development, Communications and Mass Media Maksut Shadayev identified five areas for stimulating the Russian IT market. These are the development of standards for the infrastructure of the Internet of Things, critical information infrastructure (CII), fine-tuning of government procurement, tax incentives for consumers, and preferential loans.

"We are developing standards for creating the infrastructure of the Internet of Things in individual industries. Whether it is a smart home, the use of sensors to control the quality of services provided, digital weather stations in agriculture, standard equipment of public transport with smart infrastructure - sensors to control passenger flow or cashless payment. When developing these standards, we immediately prioritize the use of Russian equipment," the minister said.

He also singled out the IT direction, which concerns critical information infrastructure. The government has already submitted a bill to the State Duma, and, according to Shadayev, a law will most likely be adopted by the end of the year, according to which industry departments will have the right to determine which typical critical information infrastructure objects and in what time frame should migrate to Russian IT solutions. This will be a serious incentive for the Russian IT industry, since a classifier of typical objects will be made in each industry and, depending on the maturity of Russian solutions, the final deadlines for the transition to them will be determined.

As part of the national program "Data Economy and Digital Transformation of the State", the Ministry of Digital Development plans to order almost 650 thousand tablets for teachers, doctors, ambulance and emergency medical services.

According to Shadayev, this will allow the creation of a competitive Russian production of tablets, which will be supplied with a domestic operating system and Russian applications.

The head of the department also noted that more than 50% of heavy server platforms and data storage systems were produced in the Russian Federation in 2023: "Here we see great competition with the Chinese, but so far we are successfully winning this market."

The fourth major block of development of Russian IT is tax incentives for consumers.
