together today and discuss the risks."

"Therefore, we want to move from the working group to a more formal, if you will, administered format, but at the same time with more powers and greater obligations," continued Sergei Cherkasov. "The CCR provides such an opportunity, since this form (like the ICC) was approved by the Presidium of the Russian Government, these forms are officially built into the processes of obtaining state investments."

Sergey Cherkasov recalled estonia whatsapp number databa se that the ICCs represent the interests of industries and their consolidated orders. "Therefore, it is difficult to integrate a specific technical topic - APCS - into the Industrial Competence Center. The CCRs are more suitable, since each of them is focused on a specific technical topic and has the goal of creating a specific product."

At the same time, the CCR, which the working group on open APCS proposed to create, has two major differences from the currently existing structures. "According to the original idea of the state, the ICC includes customers - industry companies that form demand, and the CCR - companies that form supply. But our CCR should include representatives of customers, developers, and integrators," explained the first difference Sergei Cherkasov. The second feature is that this CCR should be under the jurisdiction of the Ministry of Industry and Trade, not the Ministry of Digital Development, since APCS are software and hardware devices, and enterprises capable of producing hardware are under the jurisdiction of the latter federal executive body.

In a conversation with a ComNews correspondent, Sergey Cherkasov clarified that in October-November, the initiators of the creation of the new CCR intend to go through a cycle of approvals with the Ministry of Industry and Trade and the Ministry of Digital Development, and by the end of 2024, approve the format of the CCR in the Ministry of Industry and Trade (in particular, in the Department of Industrial Digitalization of this ministry). The initiators of the new CCR hope to launch it in the first quarter of 2025.

The authors of the idea stated that the top-level goal of organizing this CCR is the creation of an ecosystem of open APCS, including standards, technical requirements, a certification system, technical solutions and a showcase (marketplace) of such solutions. The condition for joining this body will be the obligation to participate in at least one of three tracks: development of technical requirements and standards; development of components of open APCS; testing and pilot implementation of solutions.

Along with interaction with industrial customers, developers (software and hardware), integrators and regulators, the new CCR is going to work with universities - primarily through the Ministry of Education and Science, acting as an intermediary and business translator in all these relationships. Another task of this CCR will be to initiate requests for grants and subsidies. As a representative of a large Russian oil and gas company explained to a ComNews correspondent on the sidelines of the Smart Oil & Gas forum, piloting domestic solutions in the field of automated process control systems carries the risk of stopping continuous production and, as a result, losses, so the initiators of the new CCR are counting on partial government funding to cover these risks.
