The Digital Station Solution gathers information from all government departments, enabling better decision-making and benefiting the population. With an annual budget of around R$33 billion and a population of over 9 million inhabitants to serve, the government of Pernambuco felt the need to have at hand, to quickly and securely form the strategic information necessary for decision-making.
To this end, the technical team of the Special Advisory Office to the Governor (Aesp), in partnership with the State Information Technology Agency (ATI) and the Planning and Management Secretariat (Seplag), developed the Digital Station, an application that brings together relevant information from all secretariats, such as the Finance Secretariat (Sefaz), responsible for the system of collection and execution of public spending, the State Comptroller General's Office (SCGE), with control indicators, and the Planning and Management Secretariat, which is responsible for administering the integrated management model.
“We had an alignment problem between the departments. Some departments were not aware of information about the others, even though they worked together on some actions. The Digital Station was created with the aim of concentrating and sharing this information. Another important issue that was resolved was timeliness. The solution, which aims to provide agility in decision-making, since the information is already available and can be accessed with greater ease of interaction, uses several usability resources from Qlik technology, a provider of visual data analysis and business intelligence (BI) solutions.
Sandra Lubambo, general manager of Information and Governance at the Special Advisory Office, says that implementing the project brought a great challenge.
“In order to have an ideal decision-making support tool, we need all data to be integrated and up-to-date. This is the challenge: mobilizing the agencies to obtain the information, which is the raw material of the Digital Station.”
She explains that every budget forecast for the State requires decisions, such as which sectors to prioritize in the budget or the redirection of resources to other actions that benefit the population more. Therefore, the day-to-day work of managers is guided by decision-making that involves economic, political and administrative aspects.
“And the Digital Station allows us to have a panoramic view of the State, which results in actions that directly benefit the entire population”, he says.
According to Gilberto Costa, director of Innovation and Knowledge Management at Toccato, the largest Qlik distributor in Brazil and responsible for supporting the project, the solution directly benefits the governor's office, the secretariat and its direct advisors.
“In meetings when he needs to make a decision, he now has easy access to all the information from all the departments gathered in one place, quickly and efficiently. With this application, there is no need to search for information, which reduces the time for analysis and decision-making,” he explains.
The intention of the government of Pernambuco is for the tool to be used by all departments to facilitate internal business, encouraging managers to contribute and use this technology.
