To perform publishing operations, you must have "Publish" permissions for the container.
Privileges that can be granted
Published Can create, edit, and publish versions and workspaces
Approval Can create and edit versions and workspaces but cannot publish
edit You can create and edit workspaces within a container, but you cannot publish edits general manager email lists (put them into production).
reading Can only view tags, triggers, and variables set within a container
Trigger conditions are not met
It is possible that the trigger settings are not as intended. Check the "Firing Triggers" for the relevant tag in GTM Preview.

Log in to GTM and launch the preview.
After launching the preview, click the action timing (e.g. DOM Ready) set as the trigger from the list on the left side of the screen.
Click on the "Tags" tab at the bottom right of the screen.
In the "Tags Not Fired" section, find the tag you want and click it.
Click on Tag Details
