The Russian President has made significant changes to the national strategy for the development of artificial intelligence (AI) - in total,document40 pages. The first version of the AI development strategy was approved in October 2019.
The new decree instructs federal executive bodies to be guided by the strategy when developing and implementing industry strategic planning documents, state programs and other documents.

The decree lists indicators that will characterize the achievement of the strategy’s goals.
By 2030, it is planned to increase the annual volume of services provided for the development and implementation of AI solutions to at least RUB 60 billion, compared to RUB 12 billion in 2022.
The level of public trust in artificial intelligence technologies should increase to at least 80% by 2030, compared to 55% in 2022.
It is expected that 80% of workers will have AI skills, up from 5% in 2022.
The number of graduates who have completed artificial intelligence programs will be at least 15.5 thousand people, which is significantly higher than the figure of 3,048 people in 2022.
The growth of gross domestic product due to the use of AI technologies should increase to at least RUB 11.2 trillion cumulatively, compared to RUB 0.2 trillion in 2022.
It is planned to increase the share of priority sectors of the economy ready for the implementation of artificial intelligence from 12% to 95%.
Companies' spending on the implementation and use of AI should increase to at least RUB 850 billion annually, compared to RUB 123 billion in 2022.
The volume of publications by Russian authors at level A artificial intelligence conferences should increase to at least 450 publications per year, compared to 113 publications in 2022.
The number of articles from Russian authors in the journals of the first quartile of the "White List" is planned to increase to at least 450 articles per year, compared to 103 publications in 2022.
The combined maximum power of all Russian supercomputers using AI technologies, equipped with graphics processors for training AI models, should increase to 1 exaflop, up from 0.073 exaflops in 2022.
