"Regulating pre-installation of software on consumer electronics is a global practice

The Ministry of Digital Development's project to abolish fines has not been implemented. At the same time, parallel import of devices from manufacturers such as Apple, Samsung, HP, Intel, Asus, Panasonic, Philips, etc. is still in effect.

Timofey Alekseev, head of the mobile solutions and electronic services product line at Aladdin R.D. JSC (Aladdin brand), notes that the current list approved by the government includes only one means of protection - the Kaspersky Free antivirus product: "Meanwhile, there are free products for protecting user accounts using two-factor authentication - mobile applications for generating one-time codes (OTP), for example, Aladdin 2FA."

According to Timofey italy whatsapp resource Alekseev, the issue of increasing cyber literacy in protecting access to personal accounts was raised at the state level by members of the Federation Council: "We only support such initiatives, including the inclusion of such applications in the list of mandatory software for pre-installation on smartphones."

said Petr Shcheglov, director of product marketing at New Cloud Technologies LLC (brand "MyOffice"). "Similar laws exist in many countries that seek, on the one hand, to limit the growth of monopolies, and on the other, to support the developments of local IT companies."

Two products from the company "MyOffice" are included in the list of software that must be downloaded to devices before sale: the mobile application "MyOffice Documents" and the desktop office suite "MyOffice Standard. Home Edition".

"The pre-installation of software in Russia, which started on April 1, 2021, gave another opportunity to independent Russian developers to compete with global software giants, and introduced users to domestic IT solutions that are no worse than foreign ones," says Petr Shcheglov.

In his opinion, users only benefit, since after purchase the device is ready for use - all basic programs are already installed or, at least, available for quick installation. "At the same time, pre-installation does not impose any restrictions on the removal or use of other applications, the user has a choice. Russian rules allow device manufacturers to choose the most optimal method for the production of a method for installing domestic software," he added.

As Petr Shcheglov notes, sometimes users are afraid that pre-installed software will take up a lot of space, and there will be no room for photos and other content on smartphones in the lower price segment. "Manufacturers of such devices, in accordance with the rules, place shortcuts - links to applications in a visible place, which allows both to save space and provide access to applications," he added.
